Illegal Hold vs. Potentially Dangerous

Taking a joint against the normal range of motion is illegal.  However in this situation you have to look and see if the wrestler in control is allowing the hips of the defensive wrestler to rotate off of base, and allowing the defensive wrestlers body to turn, a lot of damage can be done to the shoulder in this situation.  If the official is “directing” “not coaching” the offensive wrestler to “keep it Legal” and to adjust and not rip that shoulder over, more than likely I would call a potentially dangerous.  If the Offensive wrestler repetitively returns to this position and continues this action of torquing on the shoulder while heavy on the hips, I would look to call it illegal.
